Vervolg op: De Israelisch-Palestijnse schoolboekenstrijd

schoolchildrenIk geef hieronder eerst de belangrijkste voorbeelden uit het onderzoek “Victims of Our Own Narratives?” van Palestijnse schoolboeken, opgesplitst naar deelonderwerp (voor de overzichtelijkheid genummerd). Daarna volgen Israelische voorbeelden. Ik vind de verschillen opvallend, maar die worden in het onderzoek behoorlijk weggeredeneerd en -geïnterpreteerd. Daarnaast is er aan Israelische kant een opvallend verschil tussen de ultra orthodoxe boeken en de boeken die op staatsscholen (seculier en religieus) worden gebruikt. De ultra orthodoxe boeken komen dichter bij de Palestijnse qua vijanddenken, hoewel er niet zoveel over zelfopoffering voor het vaderland wordt geleuterd. Dat vind ik aan Palestijnse kant het grootste probleem, die enorme zelfverheerlijking, het wentelen in slachtofferschap en het verheerlijken van zelfopoffering. Daarnaast bevatten ze ook diverse onjuistheden, die verder gaan dan een eenzijdige weergave van de geschiedenis en feiten, wat je aan Israelische kant ook ziet. Maar oordeel vooral zelf.

1. Voorbeelden uit Palestijnse schoolboeken

1-a. Beschrijving van de ander in negatieve termen:

“The conference reaffirmed again that the Zionist occupation and its usurpation of Palestine and its people’s rights comprise the core of the conflict in the Middle East”

“Palestine’s ancient history saw the entry of the children of Israel led by Joshua son of Nun in the 12th century BC, and they fought the Palestinian Canaanites.  In the last third of the 11th century BC, Saul son of Kish (Talut) became leader of the children of Israel, and fought the Palestinians, who were led by Goliath, who were able to kill him and his sons.  At the end of the 11th century BC, after his death, the prophet David son of Jesse became leader of the children of Israel, and continued fighting the Palestinians and the Canaanites, founding the kingdom on part of the Palestinians’ land under his leadership…”

“Britain sought the Jews’ help to achieve their imperialist aspirations, and so the Jews began migrating to Palestine… but as calls intensified in Europe to settle the Jews in Palestine, some Jewish organizations began to appear in support of colonizing the Holy Land…”

“The incident happened on a Friday, which is the day off from school.  With the hum of bullets and the roar of artillery, life was raced into an ambulance stretcher… The enemy turned to the deserted houses, looting and carrying off all they could from the village that had become grave upon grave”

Commentaar: als die conferentie dat oordeelde, is er niks mis mee dat dit in een schoolboek wordt vermeld. Het tweede citaat is onjuist, vooral omdat het suggereert dat de Palestijnen toen al in het land leefden, wat onzin is. Er waren Kanaänieten, Filistijnen en anderen, maar zij werden geen Palestijnen genoemd. Dit suggereert dat zij de oorspronkelijke bewoners zijn en de Joden hun toen al zomaar belaagden. De Israelieten streden natuurlijk niet alleen tegen passieve en vredelievende Filistijnen; deze vochten zelf ook. Zoals men zichzelf in het huidige conflict met Israel slechts als passief en onschuldig slachtoffer neerzet, doet men dat hier ook wat betreft de antieke geschiedenis.

De Joden migreerden niet naar Palestina omdat de Britten dat wilden, maar omdat zij zelf nationale aspiraties hadden en genoeg hadden van 2000 jaar als minderheid in andere landen leven.

Als het incident dat in het laatste citaat wordt beschreven werkelijk zo is gebeurd, is het niet verkeerd dat dit zo wordt weergegeven, maar in het algemeen blijkt dat de Palestijnse boeken iedere eigen medeplichtigheid wegmoffelen, dus de kans is redelijk groot dat er aan dit incident ook een andere kant zit.

1-b. Voorbeelden van ‘negatieve omschrijvingen van de daden van de ander’:

“…facilitating Jewish migration to Palestine to turn it into a Jewish state after evacuating or exterminating its people, and before this Zionist, imperialist plan… The struggle with the Mandate government and Zionism continued until the Nakba (Catastrophe) took place in 1948…  The Palestine war ended with a disaster of which history had not seen the like, and Zionist gangs usurped Palestine and displaced its people from their cities, villages, land, and houses, and founded the state of Israel… The tragedy was exacerbated with the Zionist entity’s occupation of what remains of Palestine… most Palestinians are still living under the yoke of the Occupation, and others are living lives of displacement and loss…”

“The naksa (setback) of June 5, 1967: On June 5, 1967, Israel waged war on Egypt, Syria, and Jordan, and occupied the Syrian Golan Heights and other Arab lands, and the Security Council issued Resolution 242 stipulating Israeli withdrawal from the Arab lands it occupied, but Israel refused to implement the resolution”

Dat laatste is onjuist, 242 roept op tot terugtrekking uit bezette gebieden (zonder lidwoord, dus niet perse alle) en veilige grenzen voor alle landen in de regio. Letterlijk staat er:

Termination of all claims or states of belligerency and respect for and acknowledgment of the sovereignty, territorial integrity and political independence of every State in the area and their right to live in peace within secure and recognized boundaries free from threats or acts of force.

Zonder dat toe te voegen en zonder te vermelden dat er ook vijandigheid uitging van de Arabische staten, krijg je natuurlijk geen reëel beeld van de situatie. Evenzeer is het onjuist te stellen dat het doel van de Joden in Palestina vanaf het begin was om alle Palestijnen uit te roeien. Dat is nonsens. Zo’n beschrijving zet aan tot haat omdat het van de ‘zionisten’ beesten maakt die met alle middelen bestreden mogen worden.

In hetzelfde boek wordt het zionisme als volgt omschreven:

“Zionism: is a colonialist political movement founded by the Jews of Europe in the second half of the 19th century, with the goal of bringing together the Jews of different nationalities from all across the world, and amass them in Palestine and neighboring Arab countries through migration and displacing the Palestinian people in Palestine from their land in order to found the state of Israel”

Dit is een onjuiste definitie, en gaat sowieso maar over een deel van het zionisme, namelijk de politieke beweging. Het verlangen en idee van terugkeer naar ‘Zion’ was er al duizenden jaren. Ook hier weer de onjuiste bewering dat het doel vanaf het begin was om de Palestijnen te verdrijven, en de idiote toevoeging ‘and neighboring Arab countries’, alsof het zionisme een staat in de hele Levant wou stichten.

“Israel consumes 86.5% of the total Palestinian water, and throughout its occupation of the Palestinian territories did not work on developing water utilities.

Onzin.

It also destroyed large sections of the water utilities, such as by demolishing wells, and destroyed irrigation networks, water storage facilities, and water pipes, during the acts of demolition which it undertook after the outbreak of the Al-Aqsa Intifada in September 2000… Israel threatens to not supply a number of Palestinian cities with water”

Van dat laatste heb ik nog nooit gehoord. Er is mogelijk tijdens de intifada ook water infrastructuur gesneuveld, maar hier wordt beweerd dat Israel dit expres deed om de Palestijnen uit te drogen. In werkelijkheid tappen veel Palestijnen illegaal water af, en vervuilen zelf bronnen. In de Oslo Akkoorden zijn afspraken gemaakt over watergebruik waar Israel zich aan houdt; het was nuttiger geweest de Palestijnse kinderen die te onderwijzen.

1-c. Positieve beschrijvingen van de ander:

The following divine books: 1 – “The messages of Abraham (peace be upon him) and Moses call for belief in God Almighty, worshipping Him, and following noble morals”. 2 – The Torah: Was revealed to Moses (peace be upon him) to guide the children of Israel. 3 – The Zabour: Was revealed to David (peace be upon him) with sermons and guidance for the children of Israel. 4 – The Gospel: Was revealed to Jesus (peace be upon him) to guide the children of Israel, and to reaffirm what Moses (peace be upon him) had brought”

Dit is een algemeen verhaal dat geheel los staat van het conflict met Israel. Volgens Elder of Ziyon is het zelfs niet eens per se positief over het Jodendom omdat ook de islam deze mensen als profeten erkent. In zijn woorden:

But more egregious is the single example that they bring of a supposedly positive characterization of Jews in Arab textbooks. They don’t refer to Abraham, Moses or David (or Jesus) as Jews – in Islam, they are considered Islamic prophets! 

Het is onzinnig dit op een lijn te stellen met de zeer concrete positieve beschrijvingen van Israelische kant.

1-d. Onder het thema ‘Characterization of the Aspirations  Attributed to the Other’ volgt opnieuw een foutieve beschrijving van het zionisme als koloniale beweging die tot doel heeft de Palestijnen uit Palestina te verdrijven om in Palestina en de Arabische buurlanden een Joodse staat te kunnen stichten. Daarna volgen een aantal erg eenzijdige beschrijvingen van discriminatoire maatregelen tegen Arabieren die Israel in de begin jaren van de staat nam of die zelfs al daarvoor werden genomen. Mogelijk dat die wel kloppen, maar enige context over de fricties tussen beide groepen (‘veel Arabieren waren tegen de nieuwe staat waar zij leefden en waren boos om wat die hun broeders had aangedaan; veel Joden wantrouwden de Arabieren die immers in de oorlog tegen hun broeders hadden gevochten.’) was nuttig geweest.

1-e. Onder de kop ‘Characterization of the Acts of the Self-Collective’ volgen verheerlijkingen van de eigen gemeenschap en het martelaarschap in de Palestijnse boeken:

She could have fled… to return from whence she came, but she went on, consumed by pain, wetting this one’s lips with a drop of water, and bandaging the wounds of that one …she walked among the body parts and seas of blood… one of my country’s flowers, Bilbisi was 18 years old the day she was martyred, but she did not look for amusement… but rather went off to perform a sacred duty, and history recorded her in the ranks of our courageous female martyrs

“Members of Palestinian society aspire always for freedom and independence. Palestinians wherever they may be are linked to the land”

“The Palestinian people are waging a struggle for freedom”

“You are firmly resolved to repel the wicked aggressor”

“She is required to smile while crying, to work hard from the cradle to the grave, and to act on behalf of the father and brother in their absence, even if sacrifice follows sacrifice.  She has drunk from the cup of suffering, continued adjusting to difficult times, and kept on sacrificing”

The people of Palestine decided to wage a struggle and jihad with their money, themselves, and their pens to prevent Britain from establishing the Jewish state in Palestine. They launched several revolutions, and the struggle with the Mandate government and Zionism continued until the Nakba (Catastrophe) took place.  Zionist gangs usurped Palestine and displaced its people.  The Palestinian refugees endured horrors weighing down heavily on humanity, and the difficult political circumstances which the Palestinian people have been through since the second half of the 19th century until now have been reflected in its economic, social, and intellectual life.  Palestine for decades kept suffering from poverty, colonial oppression, dispersion, exile, and the plundering of intellectual and cultural freedoms.  Despite that, it was able with all of its strength and willpower to face all of these challenges and make the sword and pen inseparable and synonymous in defending its entity and claiming its freedom and independence… Among the most important topics addressed by Modern Palestinian poetry in its later phases is the Palestinian tragedy of 1948, then the resistance with which its people made the most astounding heroics and sacrifices, becoming a model of resisting colonialism, occupation, and oppression around the world.  The tragedy of Palestine and the inexhaustible calamities which befell it provided authors and poets with their greatest creations and best songs, enflaming feelings and passions, and overwhelming minds until it became a source of inspiration and creation”

Hier weer dezelfde onjuiste beschrijving van 1948, de verheerlijking van het ‘verzet’ en de ‘strijd voor vrijheid’. Een zin als ‘You are firmly resolved to repel the wicked aggressor’ vind ik opruiend en haatzaaiend. Het lijkt me wel duidelijk wie met die ‘wicked aggressor’ wordt bedoeld, namelijk Israel. Het is een oproep tot geweld tegen Israel. Ook het verheerlijken van het martelarenschap en het zwelgen in de slachtofferrol wakkeren de haat tegen de ander aan, die hen dat immers allemaal heeft aangedaan.

1-f. Voorbeelden van ‘self-critical presentation of actions by the self-community in Palestinian books:’

Het enige voorbeeld dat hier wordt gegeven gaat terug tot Omar, de tweede kalief, die concludeerde dat in ruil voor de jizya belasting, de moslims ook arme Joden op hun oude dag van liefdadigheidsgeld moesten voorzien. Dit heeft meer weg van een wijze religieuze les dan van Arabische/Palestijnse zelfkritiek.

1-g. Onder de kop ‘Characterization of the Role of the Self-Collective in the Acts’ meldt het onderzoek dat de Palestijnse boeken de eigen gemeenschap vaker als slachtoffer neerzetten dan de Israelische en volgen meer voorbeelden (mij is niet altijd het precieze verschil tussen de verschillende categorieën in het onderzoek duidelijk, maar ik volg hun indeling zoveel mogelijk). Een deel van de voorbeelden onder deze kop werden hiervoor ook al vermeld en heb ik dus weggelaten.

“Our children and elderly die and do not surrender”

“He loved its patient, unwearying people”  …”He taught me to love the homeland, to be faithful to it in defending it, and to preserve its public utilities” …”Let us work together to be one hand in building our beloved homeland”

1-h. Palestijnse schoolboeken over het jodendom:

Daarnaast werd gekeken wat er over onder andere de godsdienst van de ander en vrede met de ander werd geschreven, en natuurlijk naar de landkaarten die aan beide kanten worden gebruikt. Onder godsdienst stonden een aantal algemene dingen uit de tijd van Mozes en de aartsvaders, die positief waren maar nauwelijks specifiek op het jodendom slaan en dit ook niet expliciet noemen. Het gaat meer over de profeten (vrede zij met hen), dus hiervoor geldt hetzelfde als hierboven al opgemerkt. Het onderzoek beoordeelt deze echter wel als positief over het jodendom. Er is ook een negatief voorbeeld:

“The Jews kept Saturdays’ Sanctity and they (Jews) made it a day for rest and pray, and they forbid all the work in it, even the work for good, and by healing the patients on Saturday Jesus taught us that the work of goodness is mandatory all the days even in Sunday”. Christian Education, grade 3, P. 88

(In de Israelische schoolboeken stond niks negatiefs over de islam, wel diverse positieve zaken.)

1-i. Vrede:

Het enige voorbeeld uit een Palestijns boek dat het onderzoek aanhaalt is wederom erg algemeen en gaat niet over het vredesproces met Israel. Met een vrede ‘based on justice’ wordt bovendien vaak bedoeld dat alle vluchtelingen terug moeten kunnen keren, niet dat Israel ook recht van bestaan heeft.

“The state of Palestine announces that it is a peace-loving state, committed to the principles of peaceful coexistence, and it will work with all countries and peoples for achieve a permanent peace based on justice and respect for rights, under which human energies will open up to build, and competition will take place in it with innovation and a lack of fear about tomorrow, for tomorrow brings nothing but safety for those who are just or who return to being just.

1-j. Landkaarten:

De landkaarten die in Palestijnse schoolboeken worden gebruikt vermelden zeer zelden Israel op de kaart, zelfs wanneer men wel de Groene Lijn aangeeft:

Of these 83 maps, 48 (58%) had no borders within the area, no reference to Israel and referred to the entire area as Palestine. Another 27 (33%) included the Green Line (borders set out in the 1949 Armistice Agreement after the 1948 Arab-Israeli war) but had no reference to Israel and referred to the entire area as Palestine. Another 8 (9%) had the Green Line, and in addition separated Israeli and Palestinian areas by color, and 1 map (1%) further defined Palestinian areas by the terms Areas A, B and C and “Area under control of the Palestinian Authority” (designations resulting from the Oslo 2 agreements). None of these 9 maps used the label Israel anywhere. Finally, of the 83 maps, 3 (4%) indicated the Green Line border and labeled the area east [sic] of the border as Israel.

Het lijkt tegenstrijdig: eerst zegt men dat geen enkele kaart melding maakt van Israel, vervolgens dat 3 kaarten dit wel doen. Houden we het op dat laatste, dan is dat uiteraard minimaal. Dat de groene lijn op sommige kaarten wel staat aangegeven is irrelevant, want zonder dat de kinderen leren dat daar een soevereine staat ligt waarmee de Palestijnen nou eenmaal te maken hebben en waarmee ze samen zullen moeten leven, zegt dat weinig.

2. Voorbeelden uit Israelische schoolboeken

Hieronder een aantal van de voorbeelden van Israelische schoolboeken uit het onderzoek. Belangrijk daarbij is het onderscheid tussen staats – en ultra orthodoxe scholen, die hun eigen schoolboeken samenstellen. Deze boeken zijn eenzijdiger en nationalistischer en bevatten minder positieve beschrijvingen van de ander.

2-a. Beschrijving van de ander in negatieve termen:

“Since its establishment, the State of Israel sought to make peace with its neighbors, the Arab countries, through Israeli-Arab negotiations. Its efforts, however, have failed in the first thirty years of Israel’s existence, because of the refusal of Arab countries and nations to recognize the right of existence of Israel as a sovereign Jewish state. In order to harm Israel, to weaken it and destroy it, the Arab countries have initiated terror attacks, infiltrations into the territory of the State of Israel and harming the civilian population. The Arab countries have accumulated weapons and ammunition and strengthened their armies to wage a total war against Israel” (State and state religious schools)

“Long ago, we were forbidden to leave the yard and especially not to go for walks.  The Arabs would snipe on the roads.  To bring the milk, two drivers would come in a convoy of trucks.  But once the Arabs shot at the car bringing the milk and hit Uri the driver.  Uri’s grave was dug at night since the kibbutz cemetery was too close to the Arab village, near the yard of Abu Salah.  In the yard, Arab  “gangs” were based who would go out from time to time to attack traffic on the roads” (State religious schools)

“Ever since 1964, the year the PLO was founded, Palestinian terrorist gangs penetrated (to Israel)… The PLO took advantage of the military defeat of Arab countries to increase its terrorist activity against Israel” (State secular schools)

“Israel is a young country and surrounded by enemies: Syria, Egypt, Jordan.  And on every side […] enemy states are hatching plots that are only waiting for the right time to be carried out.  Like a little lamb in a sea of seventy wolves is Israel among the Arab states, which, ever since she was established to this day have not come to terms with the fact of her existence even after they have threatened to destroy all the inhabitants…” (Ultra-Orthodox schools)

Het eerste citaat geeft een redelijk goede beschrijving van de geschiedenis. Het is wat eenzijdig maar er staan geen onjuistheden in. Israel heeft vrede aangeboden na haar stichting, maar de Arabische staten wezen dat af of stelde onmogelijke eisen waarbij Israel grote stukken land zou moeten opgeven. De Arabische staten weigerden Israel te erkennen en zeiden herhaaldelijk het te willen vernietigen. Ze initieerden terroristische aanslagen vanuit hun landen op Israel en bewapenden zich met het doel in een volgende oorlog de stichting van Israel alsnog ongedaan te kunnen maken.

Het tweede citaat is een concreet voorbeeld waar, als het klopt, ook niks mis mee is. Het gaat waarschijnlijk over de periode vlak voor de stichting van de staat, toen veel wegen in Israel onbegaanbaar waren vanwege Arabische overvallen op Joodse konvooien. Het zou wel goed zijn als er ook voorbeelden van de andere kant, van goede Arabieren dus, worden gegeven. En dat gebeurt ook. Het derde citaat klopt ook, denk hierbij aan de PLO bases in Jordanië na de Zesdaagse Oorlog van waaruit verschillende aanslagen werden gepleegd, en de vele bloedige aanslagen vanuit Libanon in de jaren daarna. Het laatste citaat is wat over de top, zeker nadat er vredesverdragen met Egypte en Jordanië zijn gesloten. Voor de tijd daarvoor klopt het wel, al is de taal wel erg emotioneel. Dat was dan toch wel een pittig lam, dat die 70 wolven maar niet te pakken kregen…

2-b. Voorbeelden van ‘negatieve omschrijvingen van de daden van de ander’:

Referring to a 1941 pogrom in Iraq:  “On the holiday of Shavuot, Arabs attacked Jews and murdered them, including women and children… The slaughter of the Jews of Bagdad continued for two days without interruption” (State secular schools)

Or  “Israel’s response to  the acts of terror and murder was  ‘retaliatory activity’ across the border (State and state religious schools)

and “could not forget for a moment the hatred of the Arabs who were watching for an opportunity to attack the inhabitants of the Land and kill them mercilessly…” (Ultra-Orthodox schools)

“On the 11th of Adar 1920… masses of armed Arabs surrounded the courtyard of Tel Hai and wanted to enter by cunning …hundreds of incited Arabs burst into Jerusalem in early April (p.28)”.  “Masses of incited villagers streamed to Jerusalem and burst into the streets of the city,” “The rioters went from house to house and murdered 60 Jews…” (p.30). “An incited Arab mob attacked Jewish passersby in Jaffa and killed nine of them… the gangs burned down houses and their contents, and set fire to forests and fields and uprooted citrus groves” (State secular schools)

“After the war, the ‘Palestinian Pact,’ which was composed by the National Council of the PLO (Palestinian Liberation Organization) in 1964 was reformulated.  In the spirit of the Palestinian Pact, PLO organizations began a harsh terrorist war against Israel and Jewish institutions. Planes were hijacked, Israelis were murdered in the streets of the Land and in the world, and dozens of letter bombs were sent.  Terror struck again and again, and reached a climax in the period after the war with the murders of 13 students and teachers from Moshav Avivim on their way to school (May 1970) and 11 athletes at the Munich Olympics (September 1972) – Israel was forced to cope with a new kind of war that had no decision” (State and state religious schools)

Het voorbeeld van de pogrom in Irak is gewoon geschiedenis, en het is eerder verkeerd dat Palestijnen dit soort dingen niet leren, dan dat de Israeli’s het wel leren. Het derde voorbeeld is erg negatief en zelfs opruiend over Arabieren. Het spreekt ook van Arabieren in algemene zin, niet van bijvoorbeeld de PLO. Het stelt Arabieren als bloeddorstige wezens voor zonder menselijkheid. De voorbeelden daarna gaan over concrete episodes uit de geschiedenis, en zijn weliswaar eenzijdig maar niet onjuist. Bij Benny Morris lees je dat met hetzelfde taalgebruik, en ik neem aan dat dit accuraat is. De balans moet eruit bestaan dat er ook positieve voorbeelden van Arabieren worden gegeven en ook geweld van Israelische zijde beschreven, zoals aanslagen van de Irgun en aanvallen van de Haganah. Ook het laatste citaat is accuraat, deze aanslagen vonden plaats en Israel moest inderdaad een antwoord vinden op dit nieuwe terrorisme. Dat men dat een oorlog noemt vind ik niet echt overdreven gezien de impact op Israel van de vele aanslagen die werden gepleegd.

2-c. Positieve beschrijvingen van de ander:

One example from an Israeli State school book when discussing the pogrom in Hebron in 1929: “If not for the brave stand of a British police officer and  moderate Arabs who physically defended their Jewish neighbors, the slaughter would have been more awful” (State secular schools)

Another example: “‘I saw it as my obligation as a Muslim Arab to offer help to an Israeli soldier injured in an accident’ said Abdullah Yusef Yunes… who offered help and drove an Israeli soldier in his vehicle” (State secular schools)

“Abu Salah had long been  our friend and neighbor.  Only a low stone fence separated our cemetery and his house.  In the summer, Abu Salah would bring us coal for the bakery oven, and in the winter, when our car got stuck in the mud, he would bring the milk on his camels” (State religious schools)

Dit zijn drie heel concrete voorbeelden van Arabieren die de Joden te hulp kwamen. Zo leren de kinderen dat Arabieren niet alleen maar naar en akelig en agressief zijn, maar ook menselijk en soms zelfs hun eigen veiligheid opofferen om Joden te helpen. Het enige Palestijnse voorbeeld dat werd gegeven was vaag en algemeen.

2-d. Onder de kop ‘Characterization of the Aspirations Attributed to the Other’:

In discussing opposition to the founding of Israel:  “Between 1920 and 1945, the Arabs of the Land initiated several riots in which hundreds of Jews were killed or wounded.  The outbursts were motivated by various reasons and various organizations, but behind them all was the opposition of the Palestinian Arabs of the Land of Israel to the coming of the Jews to the Land of Israel and the establishment of a Jewish state” (State and state religious schools)

In discussing opposition to the founding of Israel: “The Arabs denied the right of the Jews to settle in the Land of Israel. …With this claim, the Arabs completely ignore the historic connection of the Jews with the Land of Israel… They adopted the claim that the Jews are not a nation and Judaism is merely a religion, and hence the Jews have no right to territories.  On the other hand, the Arabs are a nation and thus, according to their claim, the Land of Israel belongs to them.  According to them, the immigration of the Jews to the Land of Israel negates the Arab nature of the Land and the Zionists deliberately create an economic depression in the Land of Israel to impoverish the Arabs and force them to sell their lands” (State secular schools)

Beide citaten, vooral het eerste, zijn accurate beschrijvingen van de geschiedenis. In het tweede citaat zit wat meer interpretatie, maar in grote lijnen klopt dat wel. Men probeert op een simpele manier uit te leggen waarom de Arabieren tegen de Joodse immigratie waren.  Men had daarbij iets meer kunnen benadrukken dat de Arabieren daar al eeuwen woonden en het land kenden als overwegend Arabisch, en dat het daarom wel begrijpelijk was dat zij Palestina als een Arabisch land zagen. Men had ook kunnen uitwijden over hoe het nationalisme onder Palestijnen vooral ontstond in relatie tot het zionisme en het Arabische nationalisme in het algemeen toen pas tot ontwikkeling kwam, maar misschien gebeurt dat elders ook wel. Cruciaal is dat de Joden volgens de Arabieren geen volk maar slechts een religie zijn en daarom geen nationale rechten hebben. Die claim speelt ook tegenwoordig nog een rol en belemmert het vredesproces.

2-e. Onder de kop ‘Characterization of the Acts of the Self-Collective’ staan als voorbeelden onder andere:

“As we have seen, the Jewish population in Palestine multiplied by all most ten times during a period of less than thirty years. Of course this growth rate was not due to natural population growth, but due to Jewish immigration to the country.” “Settlement was always one of the Jewish Movement’s main goals, and even the purchase of land was called “Redemption of the Soils,” testifying to its importance. Officially, the Zionist Movement emphasized the pioneer-agricultural settlement that was meant to establish the Jewish hold all over the country. This sector was called “The working Settlement,” suggesting that only agricultural and manufacture labors were really considered as labor…” “The Jewish Yishuv and the Zionist Movement worked vigorously to establish economic, social and political frameworks, that came to be the foundation of an independent society on its way to become a State…” (State secular schools)

“He who blessed our forefathers Abraham, Yitzhak and Jacob shall bless the IDF soldiers, who guard our country and our God’s cities, from the Lebanon border to the desert of Egypt and from the Great Sea up to the wilderness, in land, air and sea. May God strike upon our enemies who rise against us. His holiness shall guard and save our soldiers from every trouble and hardship, and from every plague and sickness, and he shall send blessing and success in all their doings. May he destroy our foes, and give them the crown of salvation and tiara of victory. And the writing shall be made true of them: ‘For ‘tis your Lord that goes with you to fight your enemy and save you’. Amen” (State religious schools)

“The  Jewish National Fund (“Kakal” in Hebrew  – U.E.)  – One of the institutions of the Zionist Organization. Established in 1901 after a resolution by the Zionist Congress, it was meant to purchase land in Palestine – to prepare soil for settlement and to forest other soils. The KKL land are nationally owned, were given to settlers through a leasing agreement.  The Labor Battalion  – An organization formed at the memorial gathering for Joseph Trumpeldor that was held by his apprentices from the “Halutz” in the summer of 1920. Its full name was “The Labor and Defense Battalion in Memory of Joseph Trumpeldor”. For reasons of secrecy and fear of the British authorities, the word “Defense” was usually omitted from the Battalion’s name, and it was briefly called the Labor Battalion. The Labor Battalion’s goal was double: A national goal – building the country, and a social-class goal – to form a general Commune, a big Kibbutz for all the Hebrew workers in the Battalion and the in the village, with a joint account and absolute equality.” (State secular schools)

Het eerste is accuraat, het tweede is nationalistisch-religieus geleuter en ook opruiend en het derde is wederom nuttige geschiedenis over de opbouw van de staat en de ontwikkeling van staatsinstituties.

2-f. Voorbeelden van ‘self-critical presentation of actions by the self-community in Israeli State books’:

In reporting criticism of the bombing of the King David Hotel in 1946, first because it was done at all, and second because it was done during the day when more people were likely to be (and in fact) killed, the passage concludes:

“The disowning of the bombing and the sharp disagreement stirred in its wake led to the final dismantling of the insubordinate Hebrew movement” (State secular schools)

Another example refers to “the slaughter” in the Sabra and Shatila refugeecamps: “In Tel Aviv, in City Hall Square […] a mass demonstration gathered, the biggest Israel had ever known.  Many people demanded the establishment of an official investigating committee to examine the events of the slaughter and, after strong pressures, Menahem Begin approved its establishment.  The Kahn Commission […] determined that it was the Phalangists who carried out the slaughter, but it made Israel indirectly responsible for the act and recommended removing the Minister of Defense from his position” (State secular and state religious schools)

In reference to violence in the Arab village Deir Yassin:

“In the middle of Nachshon, the battle of Deir Yassin took place, which developed into the killing of dozens of helpless Arabs
[…] and created a negative and terrifying image of the Jewish occupier in the eyes of the Arabs of the Land. […] The fighters acted in the light of day and were hit, and then those left split up and went on fighting in small units, without any central control and without any contact between them. The inhabitants of the village didn’t leave it, and that is the main reason why the number of civilians wounded in the battle was high.  […] On the political plane, it served and still serves as an excuse for Arab propaganda against Israel, but its  main influence was in the immediate range: the image of the Jewish occupier created by the battle of Deir Yassin was the central cause of the Arab exodus from captured Arab settlements” (State secular and state religious schools)

“ETZEL, which warned that there was only one way to rule and be safe in the Land of Israel: blood for blood – a policy of defense and restraint would not bring victory and would not break the enemy forces.  Because of that, the members of ETZEL took measures of blind terror, indiscriminate terror, against Arab terror.  Those actions were revenge actions” (State secular schools)

“On the first day of the Sinai war, a dreadful event took place in  Kfar Kassem (Kafr Qasim).  In the village, near the center of the Land (until 1967, it was near the Jordanian border), 49 men, women and children were murdered by a company of border police that operated in the place”

Ook plan D van de Haganah wordt besproken en racistische graffiti tegen Arabieren. Er zijn natuurlijk nog wel meer dingen te verzinnen waar een kritische benadering op zijn plaats zou zijn, maar dit zijn serieuze voorbeelden die kinderen aan het denken zullen zetten over de vraag wat gerechtvaardigd is in de strijd tegen de vijand en waar de grens ligt. Duidelijk wordt ook dat de eigen kant niet altijd alleen maar heldhaftig is of uit noodweer handelt, maar ook wreedheden begaat.

2-g. Onder ‘Characterization of the Role of the Self-Collective in the Actsstaat onder andere:

“The displaced Jews who were from the Holocaust and suffered from disease and trauma, lived under the most difficult conditions in dozens of former concentration camps along with non-Jewish DPs… for some of the DPs of the camps, Zionism was an expression of hope for the future, filled a need to seek a new home and to feel a belonging to their own place in the world” (State secular schools)

Dit lijkt me een juiste omschrijving van de situatie en niet overdreven zionistisch. Daarna volgt een lang en best ingewikkeld verhaal over de zogenaamde ‘Tower and Stockade’ methode eind jaren ’30 wat ik niet veel met een bepaalde typering van de eigen gemeenschap te maken vind hebben, maar vooral droog en feitelijk overkomt. Natuurlijk is het ook zionistisch want het was een methode om de beperkende Britse regels te omzeilen bij het stichten van nieuwe nederzettingen, maar de toon is zakelijk.

“When the War of Independence began (in 1948), Kibbutz Negba was the southernmost Jewish settlement.  The Egyptian army and some of the Arabs who lived in the area attacked the kibbutz, bombarded it, and Egyptian soldiers tried again and again to capture it.  To defend themselves, the members of the kibbutz dug ditches, and from them, they shot at the attackers with the few weapons they had.  Members of the Haganah (which later became the IDF), volunteers from other kibbutzim and new immigrants were mobilized and came to help the members of Negba fight […] After a struggle of a few months, the fighters managed to overcome the Egyptian army and Negba was saved” (State secular and state religious schools)

Ook dit lijkt me een accurate beschrijving van een bepaalde strijd tijdens de onafhankelijkheidsoorlog, en geen propaganda. Het is waar dat enkele kibboetsen lang stand hielden tegen het veel sterkere Egyptische leger, waarna de meesten overigens uiteindelijk wel vielen. De toon is ook hier vooral feitelijk, niet overdreven nationalistisch.

2-h. Israelische schoolboeken over de islam:

A book for both Israeli states systems writes:  “In Jerusalem, a city which is considered holy in all three religions, there are praying buildings with domes – of Jews, Muslims and Christians. Among the buildings with domes in the Old City: the Dome of the Rock, the Al-Aqsa mosque of the Muslims, the Church of the Holy Sepulchre of the Christians, the “Horva” Synagogue of Jews” (p.25, LP1041).

A geography book for both state systems writes, “Islam shapes manners of behavior, dressing, economics, art, architecture, food and others. Islam is not just a religion or a whole culture, it is a special way of living… More than any other factor, the spirit of Islam, which developed from Judaism and Christianity in the seventh century, has shaped the Middle East” (State secular and state religious schools)

A civic study book for both state systems:  “According to Islam, the existence of pluralism in society is a necessary and natural need, because there is no unity in the thoughts and world views of human beings. The pluralism in Islam is manifested in multiplicity of different denominations and sects, which they all are considered part of the Islam…” (State secular and state religious schools)

Dit is bijzonder positief, zeker als je bedenkt wat er in de islam over Joden wordt gezegd en hoe Joden uit zowat de gehele islamitische en Arabische wereld zijn verdreven. Het is bijna overdreven politiek correct.

2-i. Vrede:

“These days Israel  is facing problems  (including complicated socio-economical problems)  in respect to the question of the way to peace and the means to achieve it. At the heart of the question – the agreement on Jerusalem. On the one hand there is a strong desire to keep Jerusalem, the eternal capital of the Israeli state and the Jewish people, as an exclusive place, a holy place for the Jewish people, in Israeli hands. On the other hand, a large part of Israeli society who desires peace and an end to the occupation and warfare – is willing to divide Jerusalem between its Jewish and Arab inhabitants. The dispute is difficult – politically, socially, and it is divisive. These very days the political system is fighting for its survival because of the intensity of this debate. In 1995 Prime Minister Yitzhak Rabin was murdered because of this dispute, and between then and 2003, four elections were held and four governments were founded and all had great difficulties in facing this fundamental dispute. At the heart of the dispute – Jerusalem and the settlement in Judea and Samaria”

Dat zou men vaker moeten doen: dilemma’s duidelijk maken zonder antwoord te geven op de vraag wat de beste oplossing is.

2-j. Landkaarten:

Over de Israelische kaarten zegt het onderzoek:

Of these 258 maps including the area between the Jordan River and the Sea, 196 or 76% did not indicate any borders (i.e., line, color or other demarcation) between Israeli and Palestinian areas, although borders were indicated between Israel and neighboring countries (e.g., Egypt, Jordan, Lebanon, Syria) and the labels Palestine or Palestinian Authority did not appear anywhere on the maps. Since these maps are presented as maps of Israel, the absence of borders between Israel and Palestine and the absence of the label Palestinian Authority can be seen as implying that the Palestinian areas are part of the State of Israel. In the State system, 65% of the maps do not have borders and in the Ultra-Orthodox systems 95% of the maps do not have borders. In the 62 maps that included borders, 33 (13%) demarcate areas A, B and/or C as per Oslo2 and indicate they are under the Palestinian Authority. In the remaining 29 (11%) maps with borders, the borders are indicted by colors or lines, but without labels or reference to Palestine or the Palestinian Authority. The demarcations generally appear to follow 1967 borders (Green Line). Among maps from the Ultraorthodox system, the West Bank areas are named Yehuda and Shomron in 20 maps (25% of the 81 maps from the UO system that show the West Bank area). This is true of 8 maps (5% of the 148 maps from the State system that show the West Bank area) in the state system. Use of the labels Yehuda and Shomron potentially adds further to the sense that these are or should be part of Israel.

Slechts 13% vermelden de autonome gebieden onder de Palestijnse Autoriteit. Dat men niet alle gebied over de Groene Lijn als Palestijns wil labelen vind ik begrijpelijk, maar het geheel weglaten van het Palestijnse zelfbestuur impliceert inderdaad dat deze gebieden gewoon bij Israel horen, wat een feitelijke onjuistheid is. Ze zijn immers bezet, niet geannexeerd, en Israelische Joden mogen de autonome gebieden bovendien niet in.

Behalve dat de Palestijnse boeken nog extremer zijn in het niet intekenen van het gebied van de ander op de kaarten (slechts drie kaarten deden dit wel tegenover 33 in Israel), zie ik nog een ander verschil dat hier over het hoofd wordt gezien: Israel is een soevereine staat die inmiddels 65 jaar bestaat. Daar kun je blij mee zijn of niet, maar dat is een feit. Een staat weglaten van een kaart is absurd, het is puur bedrog. Het niet weergeven van bepaalde autonome gebieden of van de wapenstilstandslijnen van voor de Zesdaagse Oorlog vind ik nog wat anders, al draagt ook dat zeker niet bij aan een beter begrip van de regio. Hetzelfde geldt voor Jeruzalem. Het onderzoek toont aan dat een grote meerderheid van de kaarten aan beide kanten de stad als geheel Palestijns c.q. Israelisch weergeeft, en minder dan 10% aan beide kanten als een gedeelde stad. Dat vind ik wederom problematischer aan Palestijnse kant. Jeruzalem is momenteel immers een Israelische stad, en geen gedeelde stad, al is dat de gewenste oplossing van de opstellers van het onderzoek. Men zou de Arabische wijken apart kunnen intekenen, alleen al omdat er in de praktijk wel een duidelijke scheidslijn door de stad loopt, maar juridisch/staatkundig is er geen verschil tussen Oost en West en de Groene Lijn, die de oude stad en de Klaagmuur aan Palestijnse kant zou laten, heeft in de praktijk geen enkele betekenis.

3. Tot slot

Daarna volgen nog een aantal voorbeelden van hoe positieve waarden aan de eigen gemeenschap worden toegekend, met een hoop Palestijnse voorbeelden over hoe vredelievend de islam wel niet is en de waarden van de islam. Deze blijven allemaal algemeen, en men gaat nergens in op het conflict met Israel, of de interactie met Joden. Ook worden nog meer voorbeelden gegeven van zelfopoffering en verheerlijking van het martelarenschap. De Israelische voorbeelden zijn wederom concreter, zoals een kritiek op de moordenaar van Rabin. Ook de voorbeelden van zelfopoffering zijn concreter, en gaan over de slag om Tel Chai en Joseph Trumpeldor.

Mijn conclusie is, zoals in het vorige artikel uitgebreid aan de orde kwam, dat het onderzoek beide kanten te zeer op een lijn stelt en aan de duidelijke en significante verschillen te weinig waarde toekent. Hierdoor ontstaat een vertekend beeld en wordt in sommige media de onjuiste conclusie getrokken dat het onderzoek ‘de Israelische klachten over Palestijnse schoolboeken onderuit haalt’. Niets is minder waar. Ik werd behoorlijk onpasselijk van met name de Palestijnse passages over zelfopoffering, het Palestijnse Lijden, en de eindeloze wreedheid van de vijand. Dit geldt weliswaar ook voor enkele passages uit de orthodoxe boeken en er was een passage uit het staats religieuze onderwijs die ook behoorlijk ver ging. De verschillen zijn echter overduidelijk, vooral met de Israelische staatsboeken.

De veranderingen die aan beide kanten nodig zijn om de kinderen een reëel beeld te geven van het conflict en de andere partij zijn dan ook zeer verschillend. In beide gevallen is het van belang dat men ziet dat de ander daar is, nationale aspiraties heeft en ook te lijden heeft onder het conflict. De Palestijnen moeten echter van veel verder komen. In hun wereldbeeld en schoolboeken bestaan de Joden simpelweg niet, en voor zover ze bestaan zijn het beesten. Nergens, geen een keer, worden ze als menselijk neergezet. Dit komt overeen met de Palestijnse media, waarin antisemitisme welig tiert en Joden van allerlei de schuld krijgen. De kernleer van de Palestijnen is dat de Joden een religie zijn, geen volk en dus geen enkele claim op het land hebben. Het is een Europees volk dat maar terug moet naar Europa en dat sowieso alleen maar ellende brengt. In het beste geval mogen ze in het land blijven wonen als ze hun nationale aspiraties (het zionisme) opgeven, want dat zou racistisch zijn. Men ontkent elke historische of religieuze connectie met het land. Dit is het beeld dat continu uit de media, uit preken en uit uitspraken van Palestijnse leiders (wanneer ze niet met Westerse media praten), naar voren komt. De kernleer van Israel is dat de Palestijnen een recent volk zijn dat niet de historische connectie heeft met het land zoals de Joden, en bovendien nauw verwant aan de Arabieren in de omliggende landen. Israel heeft ze desondanks meermaals een staat aangeboden maar dat werd geweigerd want ze willen het hele land. Een Palestijnse staat is, zolang de Palestijnen niet oprecht vrede willen, echter een groot risico voor de Israelische veiligheid en moet dus aan behoorlijk wat eisen voldoen, en kan er alleen komen wanneer de Palestijnen hebben laten zien echt vrede te willen. Je kunt het hiermee eens zijn of niet, het is niet opruiend en het biedt een (zekere) basis voor vredesonderhandelingen en een compromis, terwijl het Palestijnse narratief geen enkele ruimte of basis biedt om te praten. Zolang het fundamentele verschil tussen beide beelden van de ander niet wordt onderkend, is het niet mogelijk aanbevelingen te doen die werkelijk de vrede een stapje dichterbij brengen. Daarom ook falen Westerse initiatieven en diplomaten steeds en daarom brengt dit onderzoek de vrede ook niet dichterbij.
